Business Process Analyst (Administrative Staff)(210003XT)
Under the guidance of the PMO Manager, manages project(s) with or without sub-projects covering all phases of project management with activities and responsibilities resting primarily within the IT Division whose primary stakeholders are management, staff and/or end users: responsible for defining project scope and objectives involving all relevant stakeholders while ensuring technical feasibility; evaluates, manages, and clearly communicates risks associated with project scope and objectives; interprets state laws and regulations as needed to help define scope and parameters of projects; makes recommendations for enhancements to facilitate end user compliance to policy; develops strategic and tactical information technology project plans (e.g. defines goals, develops milestones, defines dependencies); assesses resource needs and availability, defines outcomes, determines review points, and establishes baselines with stakeholders that are within the agency mission; determines success indicators within project timelines; conducts quality assurance testing; establishes procedures and guidelines for user acceptance testing; delivers completed project to end user/client for operation/use (i.e. agency employees; county agencies, public customers); develops and/or directs development and implementation schedules; creates and executes end-user communication plans; maintains consistent communication with project team and stakeholders; develops project budget (e.g. defines expense categories, determines financial resources, estimates costs, writes cost justification, forecasts expenditures by quarter, year, and/or biennium, conducts cost benefit analysis); meets budgetary objectives and makes adjustments to project constraints based on financial analysis; manages project human resources (e.g. identifies staffing needs and ensures resource availability); acquires staff (ad hoc and/or contract staff), secures funding, directs training of staff, approves work products; assigns project responsibility to project team members;
Serves as agency representative for projects in public forums (e.g., focus groups; other state agencies; county agencies); makes project presentations to educate/train end users; assists with establishing, monitoring and maintaining key performance indicators (KPI) and metrics; collaborates with other divisions and project management units; assists in the review and analysis of performance reporting metrics for quality control and process improvement opportunities; prepares performance reports (e.g., using personal computer and desktop applications); assists in the development and implementation of methods for measuring and reporting of continuous quality improvement initiatives within the IT Division
Performs miscellaneous duties as required (e.g., participates in, and makes presentations at, meetings, conferences and/or workshops; consults with agency staff on developing new procedures/policy).
Unusual Working Conditions:
This position is Unclassified per ORC 124.11 (A) (2), (9) and Overtime Exempt per FLSA.
Travel required, as needed. Must provide own transportation, or, in order to operate a state vehicle, must have a valid driver’s license from state of residence.
- Completion of undergraduate core program in computer science, information systems, or business administration; 12 mos. combined work experience in any combination of the following: creating and coordinating technical and business requirements for processes, projects and procedures, working with business users and technical staff to develop strategies and leading modification or creation of new systems for implementation of information technology solutions.
- Or completion of associate core program in computer science or information systems; 18 mos. combined work experience in any combination of the following: creating and coordinating technical and business requirements for processes, projects and procedures, working with business users and technical staff to develop strategies and leading modification or creation of new systems for implementation of information technology solutions.
- Or 36 mos. combined work experience in any combination of the following: creating and coordinating technical and business requirements for processes, projects and procedures, working with business users and technical staff to develop strategies and leading modification or creation of new systems for implementation of information technology solutions.
- Or equivalent of minimum class qualifications for employment noted above
- Knowledge of: oral and written communication tools and techniques, customer support and personal service, state and agency policy, procedures and applicable laws*, vision, mission and goals of agency*, IT systems development lifecycle management concepts, technical writing and documentation practices, quality assurance principles, requirement analysis principle and methods, methods and approaches for sharing information through the use of IT assets.
